Procedures is as follows:

2) spa issued for signature and confirm verbiage.
3) buyer to issue non operative LC
4) seller will issue 2%PB that will activate LC
5) seller deliver goods to bond
6) testing agency test product before payment is produced.
NOTE: The docs seller will issue before payment:
a) commercial invoice
b) skr from bonded warehouse
c) smelter certificate
d) certificate of origin
