Seller issues Commercial Invoice (CI) to Buyer for available quantity of product in tank; Buyer countersigns and returns CI to Seller. 3. Seller issues Dip Test Authorization Letter (DTAL) signed by Seller and Sellerâ??s tank farm and Buyer promptly returns DTAL to Seller countersigned by Buyer and Buyerâ??s tank farm. 4.
